GOP Redistricting Fight Continues in Pennsylvania

What does the Pa. redistricting case mean for Maryland? More hypocrisy.

What does the Pa. redistricting case mean for Maryland? More hypocrisy.

Scarnati's previously said that his defiance was due to his belief that the court's January 22 order "violates the U.S. Constitution's Elections Clause".

"Here we go again", he said.

"I think a fair map in Pennsylvania can give Democrats an opportunity to win up to five seats in Pennsylvania", Democratic National Committee Chairman Tom Perez told NPR.

"The Supreme Court on Monday denied a request from Pennsylvania Republicans to delay redrawing congressional lines", writes Robert Barnes in the Washington Post. Republicans already have filed an appeal at the 4th U.S. Circuit Court of Appeals.

That's from Supreme Court reporter Amy Howe. Republicans have been in the courts most of this decade trying to defend their redistricting decisions against challenges by Democrats or their allies.

"This has a veneer of naked partisanship" that has not been as obvious in other recent conflicts between the Legislature and the courts, he said.

"This state will always elect more Republicans to the House than its partisan lean would suggest", he said.

Ellis said that Democrats stand to gain seats because the current political climate suggests Republicans may be facing political backlash after a tumultuous first year of the Trump presidency.

The Pennsylvania Democrat faces a shifting district map following this week's court rulings.

Riggs' organization, the Southern Coalition for Social Justice, said it also also represents plaintiffs in a state redistricting challenge now before the Wake County Superior Court.

"We'll now have to make a decision whether there's a desire or an ability to do new maps", said Senate Majority Leader Jake Corman, R-Centre County, said shortly after Alito's decision became known. The latest fig-leaf proposal from Maryland Democrats, which Governor Hogan vetoed, was to suggest the creation of a regional compact in which Maryland would adopt non-partisan redistricting if New York, New Jersey, Pennsylvania, Virginia and North Carolina also did so. They also argued that some of the districts in urban counties were altered mid-decade when they did not have to be, a violation of the state Constitution.

"We will do our best to comply with the Pennsylvania Supreme Court's January 22 order, but may be compelled to pursue further legal action in federal court", they said. I'm not sure this represents the best possible congressional map-in fact, I'm not sure there is such a thing, period-but it's a pretty clear improvement over the cartoonish shapes and Democratic "vote sinks" that defined the 2011 maps.

An Associated Press analysis published last June found Pennsylvania Republicans won about three more congressional seats in the 2016 election than would have been expected based on the party's overall share of the vote.

"But if Ginsburg and Sotomayor know that the Wisconsin gerrymander is going down-and that the Court is about to usher in a legal revolution that will sweep away many unconstitutional gerrymanders-then they most likely will want that revolution to move swiftly". So far, Pennsylvania Republicans have been fighting their state Supreme Court-not following court orders and deadlines.

The Democrats' chances of regaining a House majority received a boost Monday when the U.S. Supreme Court refused to block a Pennsylvania Supreme Court ruling ordering its legislature to immediately revise its congressional map for 2018 elections-or else the state high court would.
