Greater Victoria's labour force swelled to more than 200,000 in January, though that surge in numbers coincided with the region's unemployment rate rising slightly to 3.9 per cent, the second lowest in the country.

The labour participation rate, or the percentage of the population that is employed as opposed to employed or looking for work, improved by 0.5% over the past year to 60.3%.

Statscan's labour-force survey is volatile and has a significant margin of error.

Economists look at the number of jobs in a community rather than the unemployment in determining an area's economic health.

In London, the unemployment rate increased to 6.5%, up 0.3% from December.

The wage improvements in January arrived the same month that saw Ontario take the controversial step of raising its minimum wage.

Average hourly wages jumped 3.3 percent from last January, the strongest since March 2016.

"Now part of that might be reflecting the increase in minimum wages in Ontario because that increase in minimum wage is impacting more than 20 per cent of all the workers in Ontario".
