Greyson said Nia was a "wonderful" daughter. Nia's sister Lahtifa, was also stabbed and seriously injured.

A man who witnessed the attack told them the suspect came out of nowhere, slit Nia's throat and stabbed her sister as she tried to stop him, she said.

"And I looked back, and he was wiping off his knife and stood at the stairs and just looked-and from there on, I was just caring for my sister".

"She needs her justice. she was just an innocent kid, and she didn't deserve this". VIDEO: What we know about the deadly Oakland BART stabbing " I don't know what it was but he was just always kind of a problem", said neighbor Carol Kincaid.

A cousin had previously identified 21-year-old Tashiya Wilson as the wounded sister, but authorities later said Lahtifa Wilson had been hurt. "We haven't connected him to any type of radical group or white supremacist group or anything like that", BART Police Chief Carlos Rojas said.

A motive for the attack remained unclear.

BART police Officer Russell Medeiros wrote in a probable cause statement that video surveillance at the MacArthur station shows Cowell "stabbing the two victims and then running off".

The three photos released by the transit agency of the suspect include one from a recent interaction last week with a BART officer recorded by the officer's body-worn camera, a previous booking photo of him, and surveillance footage from Sunday night, according to BART.

Officers on Monday were watching several addresses for him in two counties, but he is also listed as homeless, Rojas said. The Wilson sisters are black, and Cowell is white.

"Up to this point, we do not have any information that suggests it is race-motivated, but we can not discount it at this time", he said during a press conference on Monday.

About 1,000 people participated in demonstrations in Oakland on July 23 in response to Nia's death.

In a "prison-style attack", Cowell stabbed Nia Wilson twice in the neck and then attacked her sister before fleeing and apparently removing his trousers and sweatshirt to evade capture, Rojas said.

Nia, 18, died at the crime site, while Letifah, 26, was treated at a local hospital, as CrimeOnline previously reported. His behavior has anxious neighbors in the Concord neighborhood for years, especially since he recently returned to his aunt's house across the street, Kincaid said.

BART has been trying "really hard" to reassure riders that BART is safe and that the organization is working its hardest to make improvements, Rojas said at the press conference. Her sister was taken to a nearby hospital.

The victims" cousin, Ebony Monroe, said Wilson was a "beautiful, sweet person' who loved her cousins, makeup and fashion.

The young woman's death Sunday prompted a vigil that later swelled into a crowd of about a thousand that marched in downtown Oakland across the bay from San Francisco. He is described as a white male in his twenties or thirties with a heavy-set build. She said the Wilson sisters were returning home after celebrating Nia's late boyfriend's birthday.

On July 18, Gerald Bisbee, 51, got into a fight at a BART station that resulted in a small cut to his knee and a bloody lip.
