As many in North Carolina still struggle to recover from Hurricane Matthew, Cooper said lessons learned during that storm are helping officials be better prepared when Florence arrives later this week.

Rapidly intensifying Hurricane Florence could strike a direct and risky blow anywhere from the Carolinas to the Mid-Atlantic region later this week.

Only ten hurricane have made landfall on the Southeast coast since 1851, and if Florence hits North Carolina as a Category 4 it will be the strongest storm to ever come ashore that far north.

Naval Station Norfolk says its employees should not leave their vehicles parked at the sprawling Virginia base in coming days because of the possibility of flooding from approaching Hurricane Florence.

The governors of North and SC and Virginia declared states of emergency to give them time to prepare, and the Navy said ships in Virginia's Hampton Roads area would leave port for their own safety. Myrtle Beach Mayor Brenda Bethune urged people to secure their homes but said it's too early to know if evacuations will be ordered.

Though weakened to a tropical storm, Florence was expected to regain hurricane strength as it neared Bermuda. The ship was originally set to visit the popular eastern Caribbean destination on Sunday but to make sure the second Vista class ship makes it back to New York City as normal a call to Amber Cove is replacing it instead. Carnival Pride was scheduled to leave Baltimore and head to Bermuda during a week-long cruise. It is expected to arrive in NY on September 13.

North Carolina Governor Roy Cooper also urged his state's residents to get ready, noting the storm already was generating swelling waves and risky currents along the coast.

McMaster said he had asked President Donald Trump to declare a federal emergency in SC in anticipation of the storm's arrival.

Cooper said officials will hold a briefing on storm preparations at 11 a.m. Monday, but urged residents on Sunday to familiarize themselves with evacuation routes and have a plan for pets if the storm hits.

Hurricane Helene, was spinning in the Atlantic off West Africa's Cabo Verde Islands with 85-mph (140-kph) winds on Sunday, but did not appear to pose an immediate threat to land. The National Hurricane Center predicts the storm will be a Category 4 by Tuesday or Wednesday, and it's possible that it could become a Category 5 at some point.

Officials say Tropical Storm Helene is approaching islands off the western coast of Africa. It was moving west at 6 miles per hour.

Florence's predicted path, as of early Monday morning. Drawing energy from the warm water, it could be a fearsome Category 4 with winds of 130 miles per hour (209 kph) or more by Tuesday, the Miami-based centre said.
