Khashoggi fled Saudi Arabia in 2017, and had recently been living in the USA where he served as an opinion columnist for The Washington Post newspaper, writing critically of the Saudi royal family and Crown Prince Mohammed Bin Salman, and warning of efforts to stifle the free press in the Middle East.

After denying any knowledge of Khashoggi's whereabouts for two weeks, Saudi Arabia admitted on Friday that the journalist died in a fight inside its consulate.

"We are not an authoritarian government, we are a monarchy", he said, promising checks and balances would hold those responsible to account and vowing they would be punished. "There obviously was a tremendous mistake made, and what compounded the mistake was the attempt to try to cover up", Jubeir told Fox News. "The Saudis have said a lot of crap that's not right, accurate or true - we know that". He also said he will talk soon to Prince Mohammed.

On Saturday, German Chancellor Angela Merkel and Foreign Minster Heiko Maas said information provided by the Saudis was insufficient and sought more transparency from Riyadh, DW reported.

But many Turkish and U.S. officials doubt that such an elaborate operation could have been orchestrated without the knowledge of Crown Prince Mohammed, who has consolidated considerable power. He apologized to Khashoggi's family, and said, "Our condolences go out to them".

He said Turkey would share its evidence of Khashoggi's killing with the world and that a "conclusive result" of the investigation is close. Now, the Turks say they have audio, the source of some of the more lurid details they have given about the killing.

Saudi Foreign Minister Adel al-Jubeir said on Fox News on October 21 that Khashoggi's killing was "a rogue operation" and that "we don't know where the body is".

President Donald Trump appears to be giving the Saudis the benefit of the doubt, but many others, including friends of Khashoggi's and Turkish and USA officials, aren't buying it.

Maas has also called into question the sale of arms to Saudi Arabia.

Trump initially said he believed the Saudi account, but on Saturday he said he still does not know where Khashoggi's body is.

South Carolina Senator Lindsey Graham said: "I find it impossible to believe that the Crown Prince was not involved".

"We were never commissioned by any authority in Saudi Arabia to prepare a report of any kind or in any form to identify critics", McKinsey said.

Raab called the case "terrible" but said the government was not ending its relationship with the conservative kingdom, which buys hundreds of millions of pounds in weapons from Britain each year.
