California wildfires: Death toll rises to 31 with 200 missing

Butte County Sheriff Kory Honea said: "We are doing everything we possibly can to identify those remains and make contact with the next of kin so we can return the remains to the family".

"It's so surreal because it's so dark, and when we're in the tunnel you can't see anything, " Tricia Fultz said.

The deadliest wildfire to hit the state, according to U.S. authorities, with 31 dead and 228 people unaccounted for.

He also announced that 228 people remain unaccounted for since the fire began Thursday and subsequently incinerated the foothill town.

It has been more than 210 days since the area received half an inch or more of rain, making it easy for spot fires to spread to fresh patches of tinder-dry vegetation, fire officials said on Sunday.

The count of lost structures in both Southern California fires climbed to almost 180, authorities said.

Spot fires continued to occur late Sunday afternoon near the Malibu campus of Pepperdine University, where 3,500 students were sheltering in place.

As the state gets warmer each year, the threat of wildfires damaging property and taking lives grows more imminent.

Authorities are anxious that embers from the Woolsey Fire could reach unburnt buildings, spark new fires or add to the blaze, Los Angeles County Fire Chief Daryl Osby said.

Among the towns under evacuation orders is Thousand Oaks, where a gunman killed 12 people in a rampage on Wednesday. "I thought, 'We're going to die, ' and my husband said, 'No, we're not going to die like this".

The blaze known as Camp Fire that began on Thursday had grown to almost 140 square miles (362 square kilometers), wiping out much of Paradise, home to some 30,000 residents.

"And as evident by the Camp Fire in Northern California - which is larger than this, more structures have been lost than this, more lives have been lost - it's evident from that situation statewide that we're in climate change and it's going to be here for the foreseeable future", Osby said. They are the Woolsey Fire in Los Angeles and Ventura counties (which has burned 83,275 acres and is 5-percent contained), and the Hill Fire (which has burned 4,531 acres and is 65-percent contained), according to Cal Fire.

Hot dry winds expected to blow until Tuesday whipped up the flames and heightened the urgency of evacuation orders, officials said.

Governor Jerry Brown, a Democrat, requested a presidential major disaster declaration, which would make the hardest-hit communities eligible for housing, unemployment and other support programmes and allow state and local governments to fix or replace fire-damaged facilities and infrastructure.

"We're putting everything we've got into the fight against these fires and this request ensures communities on the front lines get additional federal aid", Brown's letter said.

"And this new abnormal will continue certainly into the next 15 to 20 years", Brown said, pointing to climate change as the root of the problem.

One of the Northern California fire's victims was an ailing woman whose body was found in bed in a burned-out house in Concow, near Paradise. "To those who have lost friends and family members, homes and businesses, know that the entire state is with you".

Breeding said Walker's husband was at work and called a neighbour to tell his wife to evacuate, but she was on medication and might not have been alert.

"This is a devastating thing, and it's happening to so many people", Breeding said.
