Yet Trump began the day by illustrating that what was on his mind was the controversy he left behind: the special counsel's investigation of him, his campaign and possible collusion with Russia's interference in the 2016 election. Likewise, Mexican President Enrique Pena Nieto said NAFTA "transformed" Mexico a quarter century ago so that 70 per cent of its economy comes from trade.

The U.S. president, in bombastic style on Friday, called it "groundbreaking" and debatably "the largest, most significant and balanced trade agreement in history".

Obviously, the fact that only minor changes were made isn't satisfying for Trump, so he has taken to denying reality, saying that he's gotten rid of NAFTA, and dubbing the new deal the USMCA (United States, Mexico, and Canada.) He appears to hope that this new name will dupe his followers.

The opposition Democrats take control of the House in January. House Democratic Speaker Nancy Pelosi, has pledged to "closely scrutinise" the new pact. "We don't like their representative much", Trump said in late September, potentially referring to Freeland.

The three countries sealed the new trade accord a day before Trump is to meet with Chinese President Xi Jinping to discuss a possible truce in their tit-for-tat trade war.

"As it's now written, Trump's deal won't stop the serious and ongoing harm NAFTA causes for American workers". Susan Collins, a Republican, and Angus King, an independent, said in a joint statement they would continue to review the deal and talk to Mainers to see if it benefits the state and its small businesses.

Lighthizer said the pact was negotiated from the beginning to be a bipartisan agreement.

"I've been around Trump a lot in terms of talking about China; he believes they are adversarial in terms of their relationship with us".

The U.S. Congress and the legislative bodies of both partner countries will have to pass the trade agreement before it can become official.

The American-favoured acronym caused some puzzlement in the US when it was first unveiled on October 1. Among other things, the USMCA increased from 62.5 percent to 75 percent the level of North American parts that must go into vehicles produced in the region to qualify for tariff-free treatment.

Trudeau's readout on the same call also mentioned lifting the tariffs the USA imposed on steel and aluminum. "In the United States, the new trade pact will support high-paying manufacturing jobs and promote greater access for American exports across the range of sectors, including our farming, manufacturing, and service industries".

In an interview this week with Bloomberg, Toomey said that the USMCA is "frankly, not really as good as the underlying NAFTA".
