Khashoggi, a United States resident since 2017, was killed during his visit to the consulate to obtain marriage-related paperwork on October 2.

USA newspapers, including The Wall Street Journal, have reported that the Central Intelligence Agency has evidence that Prince Mohammed exchanged 11 messages with his close aide Saud al-Qahtani, who allegedly oversaw the murder, just before and after it took place.

After the story broke, Khalid also denied the accusations, saying on Twitter that he last had contact with Khashoggi via text on 26 October 2017. One official told Reuters, "The prosecution's move to issue arrest warrants for Asiri and Qahtani reflects the view that the Saudi authorities won't take formal action against those individuals".

The official, who did not wish to be named, also suggested there could be more arrest warrants sought by the prosecutor.
