The comments come amid a deadlock in nuclear negotiations between the United States and North Korea and raises further doubts on whether Kim Jong Un will ever relinquish an arsenal which he considers as his greatest guarantee of survival.

The leaders are trying to arrange another meeting for early next year.

The North Korean statement said "the denuclearization of the Korean Peninsula", includes elimination of not only the North's nuclear arms but also "the United States' nuclear weapons and other invading forces in South Korea". In Thursday's statement, the North made clear it's sticking to its traditional stance on denuclearization.

From the North Korean side, this is Denuclearization 101: the basis for a productive diplomatic process with the United States, building on a word that has effectively carried the same meaning from Pyongyang since its introduction to the diplomatic playbook in 1992, when it first appeared in an inter-Korean agreement that year. "When we talk about the denuclearization of the Korean Peninsula, it means the removal of all sources of nuclear threat, not only from the South and North but also from areas neighboring the Korean Peninsula", the statement said.

Stephen Biegun, the U.S. special representative for North Korea, said on Wednesday he would meet USA aid groups early next year and review Washington's aid policy.

Biegun arrived in South Korea on Wednesday for a four-day trip to coordinate the allies' policies on North Korea, including the enforcement of sanctions.

The scene is part of an installation art exhibition in Seoul - a satire of the diplomacy over the Korean peninsula that has become "a big political show featuring two of the world's biggest showmen" by South Korean artist Lim Young Sun. The United States may have difficulty negotiating further if the North ties the future of its nukes to the USA military presence in the South, analysts say.
