What happens if the Senate goes 'nuclear?'

House Republicans backed Mr. Trump, adding in more than $5 billion for border security to the February 8 funding bill, then passing it Thursday - disproving Democrats who's said there weren't the votes.

If a spending bill is not passed by Congress and approved by Trump by Friday at midnight, the government will partially shut down.

Bob Corker told reporters on Capitol Hill on Friday before the vote that senators reached an "agreement" on how to proceed on a House-passed funding bill.

"President Trump: you will not get your wall", Schumer, D-N.Y., said on the floor. The House's bill grants $5.7 billion in border wall funding as President Donald Trump has threatened to veto any bill that does not adequately fund the wall.

On "The Five" Friday, Jedediah Bila said Democrats who oppose funding President Trump's border wall should take a minute and think about what they are really opposing. If enough Dems don't vote, it will be a Democrat Shutdown! Pat Roberts (R-Kan.) told The Associated Press.

The U.S. government has officially begun a partial shutdown after the House and Senate failed to reach an agreement on a government spending Bill before the deadline of 12:01 a.m. on December 22.

Under normal rules, the Senate requires a simple majority to pass bills, but any Senator can block one with what is known as a filibuster, or ongoing debate.

The government is headed toward a partial shutdown just before the Christmas holiday after Trump refused on Thursday to sign a bipartisan spending bill the Senate passed the night before. Today the House Republicans voted and won, 217-185.

Trump postponed the start of what was to have been a 16-day golfing vacation at his private resort in Palm Beach, Florida, on Friday and remained in Washington instead.

Three-quarters of government programs are fully funded through next September 30, including those in the Defense Department, Labor Department and Health and Human Services.

The power trio shuttled from one side of the Capitol to the other, seeking a breakthrough with Republicans and Democrats. The US Postal Service, busy delivering packages for the holiday season, would not be affected because it is an independent agency. "I would say the chances are probably very good", Trump said at the White House.

"We don't want them in the United States".

In the hours leading up to the shutdown, Republicans and Democrats made a number of last-ditch efforts to come to a compromise.

Most NASA employees will be sent home, as will Commerce Department workers and many at the Departments of Homeland Security, Justice, Agriculture and State. The only question now is how long this shutdown lasts. The wall was a signature campaign promise for Mr. Trump, a slogan and a rallying cry for his supporters.

Rubio said that earlier in the week the Republicans went with their funding bill, which included $1.3bn for general border security but nothing specifically for a wall, because Pence had told them the White House was open to such a proposal. While Schumer and House Minority Leader Nancy Pelosi have already branded this outcome a Trump shutdown, the president tweeted Friday that "it will be a Democrat Shutdown!" if they don't support the measure before them in the Senate.

According to Trump, "The Democrats are trying to belittle the concept of a Wall, calling it old fashioned".

The nine departments that will shut down early December 22 represent about a quarter of the $US1.24 trillion in government spending for fiscal year 2019.
